Being in the UK, the cut-off on the beams in my lights are higher on the left (nearside in UK), to reduce glare blinding on-coming drivers. I also have 'angel-eyes', but have HID bulbs in them (6000K in the dips and 8000K in the mains). The cut-off in mine appears to be fine. I can only assume the HID bulbs you have are in a different position relative to the reflector and that is what is causing the cut-off on your dip beams to be too high.
