205/40/17 is the best size for 17's.

I can't remember what size the cally 15" wheels had, I may be thinking of my current car which has the 195/65/15's on it :-\

Well if you're registering 40 at 30 with 195/55 's on  and if they should be 195/65's  then to register 40 is a bit high still. You should be registering something like 32 maybe 33 not 40 (if speedo was 100% accurate), however speedo's will usually over-read by upto 10% (ish) so you could expect to see a max registered speed of up to 36mph on the speedo.

Use the below liink to show what effect changing tyre from OE size will make to your speed at 30 and 60mph (bear in mind speeds are actual speed an not what could be expected on your speedo)

Is the gearbox the original unit? possible that if its had a second hand unit fitted from, say, an astra it may affect the reading due to different gear ratios. You could compare engine rpm at a set speed/gear with your mate to see if there's a difference. Does anyone have rpm/speed figures?
Or I may be talking horse sh*t. :P

My Veccy. Failed on a cracked windscreen & rear indicator bulbs (the orange paint had flaked off). Now how on earth can it take the tester 5+ effing hours to figure that they've been sorted! ::)

^^^ f*ck knows, just glad they don't work here. Got enough freeloaders as it is.

And still reckon it may be the gearbox, just to keep vaguely on topic  ;D ;D

Have the clocks been changed? Some start at 0mph and some at 10mph. Or have you got aftermarket dials such as Lockwood/plasma fitted that may not be the right ones? Long shot maybe.

I'm running 205/55/R15's on standard alloys. My speedo reads spot on with GPS.
