Fan not kicking in and whats this called

Fitted new radiator today...fan not kicking in at temp...on my old cally i had a piece of wire looped in someting ? Im not sure if it was thermostat on radiator or the wiring that goes to fan itself ? To see if fan worked....
Also this thing in the pic i believe is a resistor ? I know the ceramic is broken somehow but is it meant to glow like that ?

Hi, I think its called a pre-resistor for the cooling fan. Power runs through it to the fan motor.

never seen one before.....but im thinking it should not glow like that...its a fire hazard !!

Check the fuse or the radiator senzor don't know what its called in english but in romania its called "termocupla"
