No Immobilizer Loop??


I need to replace the ECU on my 1995 X20XEV Calibra (water damage) so did some dismantling and notice there's no immobilizer loop around the ignition barrel. I'm in New Zealand and I think this car is for Japanese market (has some Jap stickers in the engine bay), is this a known configuration and am I going to have problems when I replace the ECU?
The car turns over on the key but I have no instrument lights etc, but the headlights and hazzard light work so I'm 99.9% sure it's the ECU that's dead.

Any ideas?
