The problem is, it is not just a matter of how fast the site is, but of how much bandwidth is available right the way through the ISP's servers and the broadband network and what the contention ratio is.  We've been having a nightmare of low bandwidth, sometimes falling to below 128Mb, or dropping out all together.  Because the fault was intermittent, every time it was tested it didn't show a fault.  Eventually after 22 months of interruptions a BT engineer finally found a tiny hole in the insulation in a cable in the exchange.

4G? - we're supposed to get a minimum of 1.5Mb, but ISP's often advertise "up to 20Mb or 24Mb".  In practice, very few providers deliver this - 4-5Mb is more typical.  In my area 2-2.5Mb is more typical, although this morning I'm getting around 5.24Mb.  128kb isn't even enough to stream voice radio, let alone watch a movie or play games.

With broadband down the phone line your speed is determined by how far from the exchange you are

Distance from the nearest exchange is one factor for ADSL, but it is by no means the only one - that alone wouldn't explain bandwidths fluctuating from <128kb and up to 5Mb.

We get pretty rock steady speeds around 47meg but we're on cable
Get's upgraded in June to 100meg

No question that cable is usually faster (although a friend of mine's Virgin broadband isn't particularly fast), especially if it is fibre-optic.  I would guess that 47Mb is fibre-optic.
